INTRODUCTION

The briefest look at the “Recapitulation of our proposals presented during our mandate 2017/2021 in the City Council and the Municipal Assembly” will allow us to clearly see the degree of democracy that currently exists in the Municipality of Lagos.

The minimum requirements required by Law no. 75/2013, of 12 September, particularly at the point 7 of its Article 42. (“Support for Members of the City Council”), which necessarily defines the following:
The president of the city council must make physical resources available to all councilors, material and human resources necessary to carry out the respective mandate, owing, for the purpose, preferably use municipal services”.
Well, the fact is that, despite the imperative of the provisions of the Law transcribed above, to Opposition Councilors were not made available, during the mandate, any conditions to support your public work.

In the same period, the execution rate of the Multiannual Investment Plan, the percentage value executed was only 27%, having been from 26% level of budget executions for the year 2020.

As has been systematically pointed out by opposition parties, there are structural weaknesses, namely, among others, those relating to Urban Cleaning, to Insecurity in the City Center, the lack of reinforcements of Security Agents, the lack of conservation of Municipal Heritage, the absence of Structuring Works and the lack of a Strategic Plan for our Municipality. The situations referred to continued without change with this socialist autarchic management.

In fact, the democratic component of the executive's work was, permanently and with the aim that the opposition participated as little as possible, that our participation would have residual effects and with regard to the regular functioning of the democratic institution that is our municipality. More detailing, a set of formal conditions and behaviors was created regarding the exercise of legal powers, formal and informal rights of holders of the right to object concerns, which implied that effective participation was limited to acting as a “present body figure”. Agree? We don't!

For our part we believe, and we will always believe, in a calm but urgent change, smoothly and positively. Because Democratic Alternation is the essence of Democracy, and it is still what unites us all.
In view of the above, We count on your vote in the next Local Elections 2021.

A STRATEGIC GUIDANCE FOR LAGOS

The citizens’ movement “LAGOS WITH FUTURE – INDEPENDENT CITIZENS” represents a new dynamic of citizenship, a new way of looking, a new strategic vision and an action program for local authorities and the future of Lagos, looking at it as a Municipality and a city that must continue to ensure quality of life for its inhabitants, to continue to be a relevant and competitive quality tourist destination in the global market, to return to being a place where there are more and better reasons to work, to invest, to create more wealth and better business, that invests in culture, in education and in a serious and demanding professional qualification, that supports creativity, that values ​​the initiative, that promotes merit, that has rigorous municipal management, unbureaucratized, dynamic and motivating, that enhances the social and territorial cohesion of the municipality based on its History, in their traditions, in your culture, in the identity of its people, a Municipality that assumes itself as a cooperator and leader in the windward “Vicentino”, which integrates and interacts within the intermunicipal and regional framework of the Algarve, who participates and lives what it means to be Portuguese and who knows how to be Portugal. A Municipality that prepares, is valued and affirmed in the context of “globalization and opening up to the World”.

With everyone and for everyone, let's go:

– Design and execute a development strategy for the Municipality that takes financial difficulties into account, the lack of motivation and lack of objectives that can be seen in the Lagos Chamber (because of two political managers) that adapts to our time of globalization, that taking into account the national economy, regional e local, that is a source of guidance and mobilization of populations and companies to create wealth in a sustainable manner.

– Make reality known and speak truthfully to the population about the real situation in the Municipality, make a change in the paradigm of local public service necessary to overcome these times of crisis.

– Carry out independent local management, open, participatory, transparent, that values ​​ethics and responsibility with creativity and rigor, promoting management of the Lagos City Council in order to optimize human and financial resources. To this end, we will adopt appropriate strategies in terms of training and motivation of staff and auxiliary workers, promoting merit and a sense of responsibility, rewarding competence and dedication to service, optimizing financial resources based on need criteria, priority and opportunity, dedicated to being a partner and engine in creating wealth for people, for companies and the community.

– Making of autonomous bodies, Associations and Collectivities of Lagos, symbols of democratic power and a model of population participation in the promotion of community values, in realizing your interests, meeting your needs and achieving your goals.

– Have action aimed at making Lagos a more attractive municipality for people and investors. Promote a more sustainable economic structure and social life, more supportive, happier to live, invest and work.

– Continue to cooperate with investors, entrepreneurs and communities, in safeguarding our historical heritage, cultural, ethnographic, gastronomic and landscape. We have an even more valued and attractive tourist destination, better prepared to compete and win in different tourist markets, gaining more visitors, reducing the effects of seasonality and capturing a greater volume of revenue.

– Create a capable and oriented municipal administration to promote, capture, value and diversify investments across the different activities of the local economy. Contribute to the municipality valuing its natural resources, of land and sea, betting on new investments that value the forest, agriculture, the fisheries, aquaculture and traditional products. Create new products and services aimed at local markets, export markets, creating new business and employment opportunities.

– Guide the municipal administration to make Lagos a municipality that has the well-being of families as its most important objectives, creating a facilitating environment for birth with maternal and child support, improving the daycare network, with quality pre-school education accessible to all social classes. To this end, we will count on this new generation that will drive new business, making use of their skills and best professional qualifications.

– Turn the Municipality of Lagos into a Municipality that invests in its young population, calling her to participate, listening to your aspirations and desires, harnessing your energy and creativity as game changers for new ideas and new opportunities to produce wealth. Boost new business by bringing new skills and better professional qualifications to the job market.

– Affirm Lagos as a Municipality where everyone has a face and humanity is reflected in all eyes. A Council attentive to everyone without distinction, that cares for those who need it most and supports the most vulnerable.

– Maintain Lagos as a Municipality with a high quality of life, giving people the opportunity to value themselves culturally and artistically by promoting their own, well-equipped spaces for cultural and artistic creation, for recreational activities and sports.

– Have proximity in the administration of local bodies, that recognizes and values ​​the differences of each of its parishes and their identity. Promote a vision of collaboration, integration and cohesion, that facilitates investments, that serve the populations.

We have an action program to manage local bodies over the next four years. It includes the main guidelines for economic development, social and cultural of our municipality, structured based on six priority objectives:

    1. SERVING PEOPLE BY REORGANIZING, RECOVERING AND BETTER MANAGING THE LAGOS CITY COUNCIL

    2. SERVE PEOPLE BY PROMOTING HEALTH, SOLIETARY AND SOCIAL INCLUSION

    3. SERVE PEOPLE BY BETTING TO BOOST THE ECONOMY, IN ATTRACTING INVESTMENT AND CREATING JOBS

    4. SERVE THE COMMUNITY BY PLANNING RESOURCES, STIMULATING THE ECONOMY, RECOVERING THE HERITAGE AND HISTORIC CENTER, IMPROVING THE ENVIRONMENT, EQUIPMENT AND INFRASTRUCTURES, QUALIFYING TOURISM

    5.SERVE PEOPLE BY IMPROVING EDUCATION, VALUING CULTURE AND SPORT

    6. SERVE THE COMMUNITY BY RESPECTING PEOPLE AND PUBLIC SAFETY

    7. PROTECTION OF NON-HUMAN ANIMALS

    • For more than two decades we have been witnessing the wasting of revenue on large investments using credit, of dubious viability and financially unviable. We fight for the economic and financial sustainability of the Municipality.
    • On the other hand, we see that the Chamber management of the Socialist Party, despite all the evidence of this waste, continued in the same direction, not carrying out the structural reforms and reorganization that were required. This policy worsened and it became more difficult to resolve the situation, requiring unaffordable sacrifices for companies and people., burdening all lacobrigenses, especially future generations.
    • To add to all this, we have a City Council in anomie (because of their political managers), no resilience, who accepts this fate as inevitable, who makes no effort to fight and overcome present difficulties and believe in a better future.
    • In achieving the objective of proximity between the municipality and the people, Parish Councils will have a first-line role in valuing the abilities and skills of people and local companies, in implementing intervention programs so that local populations can benefit from equipment and services that respond to their needs and provide them with a quality standard of living.
    • We will organize, in partnership with Parish Councils, local development plans based on protocols for the conservation and maintenance of equipment, valorization of public spaces, programming of cultural initiatives, sports and entertainment aimed at the population in general and for the occupation of young people and the elderly in particular.
    • Let's carry out open autonomous management, participatory, transparent, that values ​​ethics and responsibility, making it a priority to implement, with creativity and rigor, sustainable management. This makes human and financial resources profitable, and motivating staff and auxiliary workers, promoting merit and a sense of responsibility, rewarding competence and dedication to service, investing in versatility and flexibility to provide better services to populations and companies.
    • We will defend the continued existence of Lagos Hospital. Or alternatively the construction of a new hospital, with a permanent emergency service and as a quality continuous care hospital is fundamental to the Municipality's development strategy, whether to ensure a decent health service for the populations of Lagos, Vila do Bispo and Aljezur, whether to attract quality residential tourism, mainly elderly people from northern Europe or other origins.
    • We will continue to fight for the existence of a network of health posts in all rural parishes, adequate to provide high-quality community and outpatient health care suited to the needs of the population.
    • We will seek to promote the social economy and volunteering, valuing its role and its contribution to reducing social inequalities, collaborating and cooperating for their economic growth and so that they can create new jobs, that provide much-needed services such as support for children, abandoned young and old, with lack of family support, or with a lack of resources to meet their needs in order to maintain a humanly dignified life.
    • We will guide municipal management to take measures that favor the well-being of families by creating an environment that facilitates birth rates, with maternal and child support, improving the daycare network, making pre-school education universal and more accessible to all social classes.
    • We seek to establish cooperation partnerships with all Private Social Solidarity Institutions, with all Associations and private entities, people and companies – within the scope of volunteering and solidarity – promoting projects that promote employment, organize actions and activities to collect funds and resources to ensure the most urgent social benefits, respond to the most critical situations of poverty and combat all forms of social exclusion with which, more and more, we came across.
    • At Lagos Chamber we will also promote the fight against poverty and social exclusion, supporting self-employment initiatives by the unemployed and those at risk of social exclusion, namely in the creation of small businesses that can be viable and successful, establishing partnerships with the Institute of Employment and Professional Training (IEFP), as well as those that create innovative products, recover traditional products in the context of gastronomy and crafts, collaborating with artisans and their associations, supporting the “Loja do Artesão” initiative to promote the dissemination and marketing of its products.
    • With the same objective, we cannot fail to mobilize and obtain the collaboration of all public agents, regionais e nacionais para disponibilizarem e apoiarem a formação e requalificação técnico-profissional para melhorar as competências e a preparação para integrar o mercado de trabalho.
    • We will continue actions aimed at improving the quality of life of people with mobility impairments, eliminating or reducing physical barriers and mentality barriers, supporting initiatives and awareness campaigns in collaboration with schools and sector institutions such as NECI and Casa de Santo Amaro. We will seek to take advantage of the opportunities offered by programs to support protected employment and differentiated social action, in articulation, namely with the Employment Center and some local companies that can collaborate and offer employment opportunities to people with disabilities.
    • We will continue to support schools to continue improving access and circulation conditions for students with limitations and to play an increasingly active role in the process of inclusion of students, respecting their differences as people., combating prejudice and discriminatory attitudes.
    • We will encourage a social policy of proximity, organizing within the scope of the “Social Network” and in collaboration with Parish Councils, structures that, in different locations, survey the situation of the elderly population, signaling risk situations. To this end, we have established protocols with Social Solidarity Institutions trying to find ways to finance assistance programs for elderly people, using national and European funds.
    • Let's relaunch, as quickly as possible, a new period of economic development with the creation of more wealth, that provides the possibility of a balanced distribution of wealth, improving people's lives, generating new businesses and more job opportunities and recovering many companies in this post-pandemic period.
    • Our policy in administration will be for the City Council to value the role of companies and entrepreneurs, contributing to improving the environment and context in which companies and local businesses operate, improving the legal and administrative framework in which it operates within the scope of its legal powers and duties, facilitating contact and relationships with the world of business and corporate life. In this way, we favor the expansion of existing companies, the creation of new companies and new businesses, namely establishing partnerships with businesspeople and their associations, to set guidelines, organize support, decide on concrete assistance and cooperation and incentive measures that facilitate investment, value creativity, innovation and job creation.
    • In this regard, we will work with businesspeople and their associations, with universities, with schools dedicated to professional education in order to better study the contexts of business development and market conquest, establishing guidelines and providing qualified responses tailored to the needs of companies, increasing their chances of success.
    • To facilitate the operations of companies and support entrepreneurs, the Entrepreneur and Investor Office will be created, strategic body, where the capacity and experience of entrepreneurs and investors will come together synergistically, with technicians, qualified researchers and scientists in their respective areas of business and knowledge, in order to enhance the “Lagos dos Descobrimentos” brand image and promote the economy and local businesses.
    • The Investor and Businessman’s Office will develop a communication and promotion strategy for the “Lagos dos Descobrimentos” brand, continuing to focus on the tourism sector, adding to it, between others, the added value of local cuisine, such as fresh fish and seafood, valuing local products, betting on traditional markets and already discovered market niches, but trying to find new target audiences.
    • The Investor and Entrepreneur's Office will serve as a single door to support and guide them in contact and access to municipal services and local authorities, streamlining resources and partners capable of a quick and effective response that suits the needs of those wishing to invest, set up companies and conduct business, helping to identify opportunities, potential partners and in attracting resources and means that facilitate the implementation of investment opportunities and initiatives.
    • We want to continue to see Lagos as a global tourist destination, differentiated and recognized excellence, continuing to invest in “Lagos City of Discoveries” as a driver of the Municipality’s development, reinforcing the attraction of tourists, national and foreign.
    • We recognize that Tourism and the products and services associated with it are and will continue to be the engine of development of the regional and local economy, must continue to be valued and supported, namely in promotion and publicity programs for Lagos among international markets and tour operators.
    • All – Municipality, companies and citizens – we will have to bet and be able to develop a well-founded and structured promotional program to attract private investment to gain the attention of international investors. It enhances the climate, the security, the landscape quality, environmental and urban, the historical and heritage connection under the brand “Lagos dos Descobrimentos”, positioning it in the most suitable markets and niches of the international tourist market with the greatest potential for creating wealth and motivating and supporting our entrepreneurs so that they can integrate into this program and be able to conquer markets for their products and services.
    • For that, We have to focus on the areas of activity for which we have the best potential, more capacity for valorization and gives us greater competitive potential in the global tourism market, maintaining and improving sun and beach tourism, but seeking to diversify activities with intelligent specialization in some key sectors such as golf tourism and sports tourism in general (sports internships and competition preparation) that reduce the effect of seasonality
    • Accelerate urban rehabilitation programs in the Historic Center with the valorization of the urban complex and the most relevant historical heritage, giving greater prominence to walls and bastions, preparing a program and visit itinerary.
    • The enhancement of the Historic Center is a priority and a strategic vector for the development of the Municipality of Lagos and its brand image: “Lakes of Discoveries”.
    • The path forward will be to improve and develop the ARU Program, of Rehabilitation of the Historic Center, seeking to make the most of existing resources as efficiently as possible and take advantage of European funds.
    • Continue to invest in improving urban space, in the organization of pedestrian circulation, traffic and car parking, with the creation of small parking spaces for residents and local establishments, facilitate access to the city's new underground parks, in order to increase comfort and quality of urban life, to attract more inhabitants, especially for young families, reviving commerce and services and making it the biggest factor in tourist attraction, of new activities, reversing the trend towards accelerated desertification of the Historic Center.
    • Exempt surface parking on Avenida dos Descobrimentos, for a sufficient period of time (to define), so that everyone who wants to go to the Historic Center, can shop and/or go to food and beverage establishments;
    • Municipal public property buildings that are vacant or not fully occupied should be used to set up local associations, artistic and student residencies, temporary accommodation for displaced teachers, for installation, in partnership with public and private universities, of a small university teaching and research center, preferably linked to the theme of discoveries, oceanography and the economy of the sea.
    • We will invest in traditional commerce in the Historic Center, looking for our traders to invest in the requalification of stores, taking advantage of the Historic Center recovery program to encourage the concept of “Open Air Urban Shopping Center”, diversifying the type of stores, promoting the installation of anchor stores (renowned brands), recover the concept of “old grocery stores”, specially designed for the sale of high quality local and national products and as a reason to attract and enhance the Historic Center.
    • We will seek to identify and establish new activities and new services centered on new technologies, investing in entrepreneurship and the return of many of our most qualified young people with higher education, in their creativity and talent to create new businesses, generate employment and produce more wealth.
    • The restoration of buildings will always seek the collaboration of owners, businesspeople and investors seeking to respect the moth, traditional volumes and colors, but requalifying and modernizing buildings, adapting them to new functionalities and equipping them appropriately to the needs of contemporary life.
    • Competitions and debates will be promoted on urban intervention proposals for the regeneration of the Historic Center, valorization of public spaces and urban equipment.
    • Invest in the creation of a Tourist Guide for the Municipality with high quality interactive and graphic digital content, with indication of places to visit, of the most relevant historical heritage, of urban and natural landscapes, of local products (gastronomy, craftsmanship, wines, etc.).
    • Structure the City Council's cultural and entertainment agenda so that it can be better monetized by tourist demand and as an active instrument to combat seasonality, attracting more tourists and other visitors outside of peak season.
    • Valuing youth tourism in the educational and sporting spheres (surf, etc.) as a factor in publicizing and promoting Lagos in the global tourist market as well as a factor in attracting tourism to older generations.
    • We will have an active intervention in increasing the quality of nightlife and the urban environment of the Historic Center, avoiding the proliferation and spread of bars and other nightlife establishments, defining a restricted zone for this activity and demanding scrupulous compliance with the Noise Law and creating a Code of Ethics for Nightlife Operators with principles and rules to be observed so that such activity does not conflict with the rights and interests of other activities, protecting the quality of life and the right to rest of its inhabitants.
    • Taking advantage of the municipality’s potential and tourist attractiveness, more and more, must focus on differentiation and quality of service, having professionalism as a competitive factor, Therefore, professional training programs must be aimed at improving technical and customer service skills, preferably personalized, always affable, welcoming and with high quality standards.
    • We'll bet, in collaboration with public security forces in maintaining, permanently, a PSP post in the Historic Center and ensuring permanent and proximity policing, using the municipal police, paying special attention to compliance with the Noise Law, preventing contempt and disturbances of public order and tranquility.
    • We want to see Lagos diversify its economic activities, especially those linked to land and sea, be it in promoting the revival of activities linked to traditional products, whether investing in new technologies, into new products and new markets.
    • Make better use of the potential of the strategic geographic location of the Port and Marina of Lagos on the Atlantic and Mediterranean routes to further enhance businesses linked to yachting, naval maintenance and restoration, taking advantage of the prestige of MARINA DE LAGOS and its urban development and the international recognition of SOPROMAR shipyards, to begin developing a business niche linked to the “economy of the sea” and seeking to attract to Lagos a qualified canning company that values ​​the port of Lagos and the fishing sector, namely recovering old brands of locally made canned fish, to place them in local “gourmet markets”, national and international.
    • The Chamber, with businesspeople and their associations, will help to boost initiatives that help attract new consumers, that enhance trade and encourage the emergence of new services that complement the existing offer, namely drawing up an annual program of events, with sporting activities, parties and festivals that promote gastronomy and local restaurants, cultural and street entertainment activities that make the city more attractive and dynamic.
    • We will support the continuation of local markets in the various parishes, valuing creativity, the originality and organizational capacity of producers and traders. We understand that local fairs are an added value for the parishes and the Municipality and should, that's why, be valued and supported.
    • We will have a demanding intervention in the reorganization of commerce and street vending, putting an end to the installed chaos and finding, together with street vendors and street artists, a solution that safeguards your interests, introducing the necessary changes and improvements to the Municipal Street Vending Regulation. We will accurately identify the locations where this sale can take place, as well as a model of displays and displays that value this traditional form of commerce, reinforcing its genuineness and making it an attraction for tourism, ensuring the public interest and the quality of urban and environmental planning.
    • We will proceed with the planning of Avenida dos Descobrimentos, removing and relocating the tents and kiosks that are placed there, as soon as a consensual alternative solution is found between all those involved, the sellers, the Chamber, traders and the general population, always seeking to dialogue with all parties.
    • Let's try to encourage our farmers, especially our young farmers, the use of new technologies to recover the production of traditional products, like wine, or figo, the dried fruits, as flores, the finest products and all products adapted to greenhouse production and the local climate, assisting them in accessing community funds for the sector and in creating marketing and distribution structures, namely by facilitating contacts with other associations and companies in the sector and large supermarket distribution networks.
    • We will play an important role in the development of local agricultural product markets by improving the conditions for displaying and offering agricultural products in the region, facilitating their access to the squares, local markets and fairs, supporting the creation of Sunday markets in rural parishes and other regular fairs and exhibitions aimed at local agricultural producers and products.
    • We will support our medronho producers in the legalization processes of distilleries in rural parishes and the creation of an association of producers to organize marketing channels, namely creating its own brand and stores that promote its sale together with crafts and other quality local products.
    • We will have an active attitude in encouraging the retention of young farmers and in dignifying the profession, supporting them in developing their projects and raising funds for European Union programs.
    • We will continue to support and value the role of urban gardens as a way of connecting people to the land and food cycle as well as their advantages for food quality and the family economy, finding new spaces for this activity.
    • Let’s manage our city’s urban spaces more efficiently, with maximum rationalization and the best use of available financial and human resources.
    • Still within the scope of planning, using the Chamber’s technical staff, we will implement a program of preliminary prospective studies with a medium and long-term horizon, with a view to defining action strategies to promote the development of the Municipality of Lagos.
    • We will invest in monitoring and optimizing urban services, including with regard to electricity and water consumption, avoiding losses and waste in the respective networks, with very high costs for the community.
    • We will seek to establish a plan to reduce water consumption, using new management and control models, developing a program for the progressive implementation of the use of wastewater for irrigation and cleaning and the replacement of obsolete or less efficient equipment, particularly with regard to public garden irrigation systems, urban cleaning of fountains and lakes.
    • By controlling water losses, we will be able to lower the value of the water bill, resume delivery of a set of garbage bags for each invoice payment.
    • We will seek to reduce, also the excessive consumption of electricity in municipal buildings and public lighting, making more rational and efficient use of energy, maximizing the use of natural lighting, negotiating better with suppliers and taking advantage of cheaper sourcing programs, investing in new technologies such as LED technology and solar and wind batteries in lighting gardens and other public spaces.
    • We will continue to invest in the selective collection of urban waste by increasing the number of ecological islands and recycling bins, associating this investment with a civic and environmental education program that prevents the placing and dumping of garbage outside the appropriate locations in collaboration with school groups.
    • We will fight for companies that provide services to the Municipality in the context of the Environment to be obliged to fully comply with contracts, not tolerating failures in these services., which are essential for the good image of the Municipality and public health. We will not admit non-compliance with contracts as has happened in recent years.
    • We will rationalize the operational and cost model of the public transport system (THEN), improving its sustainability and seeking to improve the quality of service to populations, giving priority to the needs of transporting people from outskirts and rural areas to the city center, to schools and health centers and, if possible,, through validation with studies, make ONDA management public, which will save many hundreds of thousands of euros.
    • We will rationalize financial resources and better manage human resources at Lagos City Council, valuing, mobilizing and committing them to a sustainable program of recovery and maintenance of existing public equipment and infrastructure (green spaces, public equipment, etc.), combating its degradation, preventing its destruction and avoiding the loss of high-value investments carried out by previous municipal administrations in carrying it out.
    • We will evaluate the requalification of Largo do Infante, through a solution (ideas contest) that brings this square closer to its old appearance, favoring the most balanced solution in terms of creativity/design/the most economical construction costs.
    • We will support the construction of homes at controlled costs for needy families and young people. At the same time, the Chamber will continue the process of acquiring plots of land for the construction of dwellings at fair costs and for rent., filling a large gap in the Municipality of Lagos.
    • We will create an intervention and urban requalification program for entrances to the city, from the Meia Praia road and the four roads road to Luz.
    • In the same way, we must continue to enhance the area surrounding the wall by extending the “green ring”, with green spaces, pedestrian circulation and cycle path areas along the wall, which must be framed within the scope of enhancing the wall as a tourist attraction, allowing controlled access to its bastions to enjoy the views they provide over the city and Meia Praia Bay, placing this as another of the relevant points of the Lagos Tourist Guide.
    • We will continue to improve the primary and secondary school network, keeping, as possible, Pre-school and 1st cycle schools in operation in rural parishes, investing in its improvement with the creation of outdoor spaces designed for interaction between young people in a safe environment.
    • We will look, according to budget availability, ensuring school meals for young people, proven to be in need, as well as school supplies, in this case, in collaboration with volunteer organizations with book and school material exchange programs, minimizing costs for families.
    • We will encourage the valorization and increase in the quality of basic and secondary education, from a school-community perspective, with programs and activities that keep the school linked to the life of local communities, with students participating, parents and teachers in civic initiatives, social and cultural, together with other local associations. In this context, we will support the creation of professional courses adapted to our local economy and we will do everything we can to ensure that the School interacts with local companies, and the City Council itself, to provide internships and jobs for our young people at the end of secondary education.
    • We will invest even more in boosting professional education for specialized technical staff, involving companies, IEFP and educational establishments, in a process of valuing skills and professional qualifications, mainly focused on the needs of the local labor market and potential for access to employment, implying such a process, a solid strategy for effectively using funds from new community programs.
    • We will maintain a merit appreciation program for the most committed primary and secondary school students with the best results. We will award scholarships based on merit, to the best 12th year students in each of the teaching areas, thus stimulating the self-esteem and self-worth of our young people and families who strive to help them achieve good results.
    • We will also support young university students who obtain good results in each academic year with scholarships in order to avoid dropping out due to lack of family resources., thus helping to ensure the greatest success in completing your studies.
    • We will provide the Municipality’s schools with the most modern IT equipment.
    • We continue to understand that the Associations and Collectivities of Lagos continue to be a symbol of democratic power and a model of population participation in the promotion of community values, in realizing your interests, meeting your needs and achieving your goals.
    • It is the Associations and Clubs that carry the soul of culture and its cultural legacy from the Municipality of Lagos, whether rural culture or urban culture, or ancient traditions and customs, be it contemporary arts.
    • Without Associations and Clubs, Lagos would today be an “almost cultural desert”. Associations live off the commitment and competence of their members and the always scarce financial support from public authorities.. In these times it is imperative to ensure that the cultural and sporting added value they provide are valued.
    • It is imperative to ensure freedom, autonomy and dynamism in their management, investing in own resources and community voluntarism to organize attractive and mobilizing events and activities, with the support of the Municipality.
    • Create a Municipal Culture Council, made up of Municipal technicians, parish representatives, of business associations, cultural and recreational associations as well as artists and professionals in the cultural sector, of recognized capacity and merit.
    • Emphasize and dignify local artists and different cultural and craft associations.
    • Improve the management of equipment such as the Cultural Center and recover and requalify the Parque das Freiras Auditorium.
    • Start the land acquisition process for the construction of a Multipurpose Municipal Park, of culture, of sport, of fairs, of conferences, between others.
    • Support associations in organizing shows, theater meetings and festivals, of folk music and classical dances with the participation of other national and international associations.
    • Value the participation of associations and communities in the organization of “City Festivals”, “Festival of Discoveries”, ”Bath Party 29”, “Festivals of Popular Saints” and in general, in the animation of the city and the Municipality of Lagos.
    • Recover the “Lagos Biennale of Plastic Arts”, as a landmark event in the cultural life of the Municipality and in the promotion of Lagos in the cultural tourism market niches.
    • Continue to implement mural painting and “street art” as a way of enhancing urban spaces, but in opposition to graffiti that does not correspond to an adequate artistic proposal and that degrades the urban environment.

    • Let's reformulate the Sports Strategic Plan, adapting it to the new reality of the Municipality of Lagos, defending freedom and full autonomy in club management.
    • It is important to guarantee the autonomy and independence of the management of sports clubs without internal interference from the City Council. The Chamber must financially support sports clubs without them having to be subordinated to it, in any way. We will guarantee the management of sports clubs their full sovereignty without interference from the CML.
    • We will promote sport and regular physical exercise, mainly aimed at the healthy occupation of free time as a process of social integration and human formation, promoting the health and quality of life of populations.
    • With a view to promoting sport, we will create the Municipal Sports Council, municipal technicians participating in it, representatives of associations, of coaches and athletes, aimed at defining the sector’s objectives, to coordinate and develop a multi-annual strategic plan for sporting activities, programming together with sector associations the holding of different events and competitions.
    • We will improve the Sports Gala, among other sporting events to be held in partnership with clubs, highlighting the merit of our athletes, helping on the one hand to reinforce their motivation for excellence and on the other hand, it will be aimed at valuing competitive sport and training young people.

    We are a developed Municipality committed to defending civilizational values, such as the safety of people and dignity in the treatment and protection of stray animals.

    We will initiate efforts with police entities to provide security means, depending on the security needs of resident populations and tourists.

    We will have a responsible intervention in the Municipality’s security policy, as we know that any failure in security and crime control is enough to jeopardize the image of our city.

    With regard to the Historic Center and urban areas of the city of Lagos, It is necessary to pay special attention to nightlife, controlling public spaces and maintaining public order at night, preventing and combating disrespect, ensuring the safety of passers-by and the rest of resident populations.

    We will plan the interventions of the Municipal Police in an optimized way during the most critical periods and areas in terms of public safety.

    • We will create an Animal Welfare Center, developing a veterinary medical support program for animals from needy families and abandoned animals.
    • We will implement a sterilization and treatment program for stray animals- dogs and cats.
    • We will support local animal protection organizations to improve the quality of their activities and cooperate on common projects (education and awareness for animal welfare, against abandonment and promoting the adoption of abandoned animals).
    • Construction of a new Official Collection Center for Pet Animals in Lagos or modernization, requalification and expansion of the existing one in order to guarantee a quarantine and accommodation area for dogs and cats and which includes clinical facilities for carrying out sterilizations and veterinary medical treatments, enjoying, when available, financial support from the State.
    • Promote the adoption of animals through active and daily dissemination campaigns, on the official CML page and on the multiple communication channels existing or created for this purpose (animal adoption fair and party, newspapers, magazines, Page on Facebook and Instagram, Radio and Bus “Then”.     • Create dog exercise parks- closed areas, designed for dogs' leisure, existing in municipal parks and gardens, where the dogs, even dangerous or potentially dangerous, may travel without a leash and/or muzzle, provided that the rules established for staying in them are complied with.
    • Support companion animal owners, in a situation of economic insufficiency, homeless or elderly people with mobility difficulties, com, namely food, free or affordable access to consultations, and medical-veterinary treatments, between others, vaccination, deworming and sterilization, enjoying, when available, financial support from the State.

    • Sterilize pets (dogs and cats), at symbolic price, This is the only way to control the overpopulation of stray animals throughout the municipality resulting from the abandonment of non-sterilized domestic animals. The result will be to reduce the current financial burden borne by Zoophilic Associations, organized groups of volunteers and City Council, enjoying, when available, financial support from the State.
    • Promote and encourage the role of temporary foster families through the Local Volunteer Bank (dogs and cats), fundamental in the socialization process for subsequent referral for adoption through the Official Collection Center for Companion Animals in Lagos, with support to families in providing food, belongings, beds and hygiene products for animals.

    • Invest in a pilot photovoltaic and wind farm, for what energy is used by properties in the municipality, be green and at the same time serve as a school for young people to specialize in these areas of clean energy.

    Our application program is the result of a dynamic established between our application, local people and businesses over time.

    This electoral program cannot be seen as a set of electoral promises, but as a guideline for our political action.

    Still, if economic growth continues to be a reality in the coming years, and the City Council consequently continues to collect the same level of revenue that it achieved in 2020, then we will be able to comply with our electoral program.
