Social support

  • Reject the construction of 14 Housing Units in the Bensafrim Parking area, which is essential for the market, pharmacy and health centre.

Municipal Allotments for Self-Construction:

  • Create new urban projects in Luz, Barão de São João and Bensafrim, offering lots for sale dedicated to self-construction.
  • Develop standard housing models adapted to each civil parish, included in the lot price, to ensure construction uniformity.

Leverage the new Land Law:

  • Extend urban perimeters, integrating and acquiring rural land for the municipality.

  • Construct a new Basic School (2nd and 3rd cycles) – a need identified and approved in the Educational Charter in 2018. This new facility will relieve pressure on Gil Eanes and Júlio Dantas secondary schools by taking over 9th-grade classes, which is urgent given recent population growth and migratory flow.
  • Reinforce school health teams, ensuring the presence of psychologists and speech therapists in all schools in the municipality.

  • Deactivate collective septic tanks in urbanizations already linked to public drainage networks (Caliças and Santa Teresinha/Sargaçal).

The staff of the City Council, the qualifications of its members and the dedication are fundamental weapons for change and the Future of Lagos.

Lines of Development of Human Resources for the Municipality:

  • Empower leadership at various levels: qualifications, definition of missions and development of autonomy.
  • Identification of high-potential employees to prepare the rejuvenation and future of the municipality.
  • Qualification for employees with specific functions in essential services such as maintenance, urban cleaning, security, carpentry, joinery, citizen services, and building and equipment management, among others.
  • Possibility of implementing Continuous Working Hours for employees with pressing family needs, provided they meet the requirements under the General Law on Labour in Public Functions (LTFP).

Public resources are always limited. The City Council currently has a massive commitment to multi-annual projects marked by delays, postponements, and low execution rates.
