POINT 1- Draft Regulation to Support Associations of the Parish Council of Bensafrim

The Movement Lakes with Future recognizes the importance of associations as a factor of social development, cultural, sports and recreational facilities in the parish, considering that associations play an irreplaceable role in promoting civic participation, social cohesion and dynamization of the local community.

We also recognize that the existence of a regulation for the allocation of public support constitutes, in principle, an advance compared to the lack of previously defined rules, contributing to greater predictability in the relationship between the Parish Council and the associative movement.

However, we understand that the draft regulation submitted today for consideration by this Assembly does not ensure, sufficiently, the principles of transparency, of objectivity and equal treatment that should govern the attribution of public support.

Right away, the selection criteria presented are excessively generic and are not accompanied by any evaluation grid or objective weighting that allows understanding how different applications will be evaluated and compared. This circumstance gives the executive body an excessively wide margin of appreciation, making it difficult to scrutinize decisions and compromising the perception of impartiality of the process.

On the other hand, the regulation does not provide for public disclosure of the applications submitted, of the criteria actually applied, of the classifications assigned nor the values ​​granted to each entity. We consider that transparency in the use of public resources requires that this information is made known to citizens and associations themselves.

Furthermore, the regulation allows, in different situations, the adoption of exceptional solutions by the executive, notably regarding the acceptance of applications after the deadline or the signing of specific protocols, without defining sufficiently objective criteria that frame these decisions, increasing the risk of unequal treatment between entities.

We also understand that the regulation should provide for public accountability mechanisms, specific rules on conflicts of interest and clear deadlines for evaluating applications, decision and payment of support.

The Lagos com Futuro Movement considers that associations deserve modern regulation, transparent and based on objective criteria, that eliminates doubts regarding the impartiality of the attribution of public support and reinforces the trust of associations and citizens in institutions.

For the reasons explained, and although we recognize the importance of creating regulations to support associations, We understand that the document presented does not yet meet the desirable conditions of transparency, objectivity and equity.

In these terms, the Lagos com Futuro Movement votes against the Draft Regulation to Support Associativism of the Bensafrim Parish Council.
